Three rules that decide which documents the Bürgeramt, bank and Ausländerbehörde typically expect during the 14-day Anmeldung window:

1. 1 **Anmeldung first, insurance lane second:** The Bürgeramt asks for passport, Wohnungsgeberbestätigung and the form within 14 days (§ 17 BMG) — no insurance proof at this step. But the Meldebescheinigung is then a precondition for the bank upgrade and the Ausländerbehörde, so the insurance lane should already be locked.
2. 2 **Right lane per agency:** Landlords and banks usually accept [Care Economy from €30 / 30 days (up to 2 years)](/en/insurance-plans/care-economy/overview/) as basic placeholder; the Ausländerbehörde normally requires [Care Expatriate from €58/month (up to 5 years)](/en/insurance-plans/care-expatriate/overview/) (or another recognised long-term tariff) for § 5 / § 21 AufenthG.
3. 3 **Travel cover is rejected for the permit:** A travel/incoming policy stretched beyond its scope is normally rejected at the Ausländerbehörde — the certificate must cover the full requested permit duration, not just the first weeks.

## 📌 TL;DR — at a glance

- Three agencies ask for documents in parallel during the 14-day Anmeldung window (§ 17 BMG): the Bürgeramt (Anmeldung itself — passport, Wohnungsgeberbestätigung, form), the bank/landlord (insurance proof + ID) and the Ausländerbehörde (§ 5 / § 21 AufenthG residence permit, insurance for the full requested duration). Lining up the insurance lane first prevents most of the appointment ping-pong.
- Recognised insurance lanes: Care Economy from €30/30 days (Schengen-conform short bridge, entry until the 75th birthday, bookable from a foreign address, instant German + English PDF) for the move-in / bank-placeholder phase, and Care Expatriate from €58/month at entry age 13–40 (Basic) — HanseMerkur incoming, accepted by the Ausländerbehörde for § 5 / § 21 AufenthG, up to 5 years.
- Statutory DAK-Gesundheit (~17.8% of gross, employer pays half) only opens after the employee contract starts and payroll is registered — it cannot be used as the pre-Anmeldung or pre-permit proof. One uninsured inpatient day in Germany averages ~€830 (Statistisches Bundesamt DRG 2024); recognised cover prevents this risk completely from day 1.

Key facts at a glance Reviewed September 9, 2026

- **§ 17 BMG sets a 14-day legal deadline for the Anmeldung after move-in:** Within those 14 days the Bürgeramt issues the Meldebescheinigung against passport + Wohnungsgeberbestätigung + form. The bank upgrade and the Ausländerbehörde appointment normally follow within the same window — that's why the insurance lane has to be locked in parallel. (Source: § 17 BMG).
- **§ 5 / § 21 AufenthG — certificate must cover the full requested permit duration:** If the requested permit is 24 months and the policy only covers 3, the Ausländerbehörde normally pauses the case. Care Expatriate (HanseMerkur) from €58/month at entry age 13–40 (Basic) is locked at the start for up to 60 months and accepted nationwide. (Source: § 5 / § 21 AufenthG · HanseMerkur AVB 2026).
- **§ 5 SGB V — DAK-Gesundheit only opens after the employee contract starts:** Statutory cover (~17.8% of gross, half paid by the employer) is registered through payroll on day 1 of the contract — it cannot be used as the pre-Anmeldung proof for landlord, bank or Ausländerbehörde. The recognised pre-Anmeldung lanes are Care Economy and Care Expatriate. (Source: § 5 SGB V · DAK-Gesundheit 2026).
- **Average uninsured inpatient day in Germany: ~€830:** Statistisches Bundesamt DRG data shows an average inpatient day rate of around €830 (basic ward). The right pre-Anmeldung lane (Care Economy short, Care Expatriate long) prevents this risk completely from day 1 — even before the Meldebescheinigung is issued. (Source: Statistisches Bundesamt DRG 2024).

## 3 agencies that ask for documents in parallel during the 14-day Anmeldung window — and what each typically expects

**Quick answer:** "Which documents do the Bürgeramt, the bank and the Ausländerbehörde ask for in parallel?" The Bürgeramt wants passport + Wohnungsgeberbestätigung + form (no insurance proof). The bank/landlord want insurance proof + ID — Care Economy from €30/30 days as the short bridge. The Ausländerbehörde wants long-term cover for the full permit duration — Care Expatriate from €58/month under § 5 / § 21 AufenthG. Statutory DAK-Gesundheit only opens after the employee contract starts.

Agency 1 / 3

### Bürgeramt — the Anmeldung itself (14-day deadline, § 17 BMG)

The Bürgeramt issues the Meldebescheinigung (registration certificate). What it asks for: valid passport (and visa), the Wohnungsgeberbestätigung signed by the landlord, and the completed Anmeldeformular. Insurance proof is not formally required at this step — but the Meldebescheinigung is then a precondition for the Lohnsteuer-ID, the bank account upgrade and the Ausländerbehörde appointment, which is why the insurance lanes have to be lined up before the appointments stack up.

**Typical ask:** Passport · Wohnungsgeberbestätigung · Anmeldeformular · 14-day deadline

[Pre-line the insurance lane while the Anmeldung is pending →](/en/guide-health-insurance-germany/health-insurance-expats-germany/expat-without-german-address-bank-authority-how-to-think-typically-germany/)

Agency 2 / 3

### Bank / landlord — insurance proof at move-in and account opening

Landlords commonly accept a basic insurance certificate at move-in to confirm you can actually pay for medical care; banks normally accept the same as placeholder cover during the Anmeldung phase but expect a recognised long-term tariff for the permanent Girokonto. Care Economy from €30/30 days (Schengen-conform, entry until the 75th birthday, bookable from a foreign address with an instant German + English PDF) is the typical short bridge.

**Typical ask:** Insurance proof + ID · Anmeldebestätigung after Bürgeramt

Agency 3 / 3

### Ausländerbehörde — § 5 / § 21 AufenthG long-term proof

For the residence permit appointment the certificate must cover the full requested permit duration — a travel-style policy is normally rejected. Care Expatriate (HanseMerkur incoming) from €58/month at entry age 13–40 (Basic) is recognised nationwide, runs up to 60 months and is issued in German + English. Statutory DAK-Gesundheit (~17.8% of gross) only opens AFTER the employee contract starts and cannot be used as the pre-permit proof.

**Typical ask:** § 5 / § 21 AufenthG · DE + EN certificate · full permit duration

## Avoid the mistakes that can delay your application

### Visitor insurance may be too short

For multi-month or multi-year stays, Care Expatriate can be a better fit than short visitor coverage.

### Statutory or private?

Freelancers, self-employed people and some incoming long-stay cases may need private incoming coverage instead of German statutory insurance.

### Residence proof requested?

Care Expatriate can provide PDF confirmation after successful application for visa or immigration documents.

### Renewal stress later

A longer coverage term can reduce repeated renewal pressure during projects, residence processes or long stays.

## What happens when an expat misses the 14-day Anmeldung deadline or shows up at the Ausländerbehörde with travel-style cover

## One wrong insurance choice can cost you money, time and your application deadline

A medical incident can become expensive fast — but the wrong certificate can also delay your visa, enrollment, residence permit or work start.

🏥

€500–€1,500

Emergency doctor visit

One urgent doctor or emergency-room visit can already create a painful bill — before tests, medication or follow-up treatment are added.

🏨

€2,000–€10,000+

Hospital treatment

If observation, surgery, overnight stay or specialist treatment is needed, costs can quickly move from hundreds to thousands of euros.

🧳

Up to 5 years

Short visitor cover may be too weak

For long stays, freelance work or residence documents, short visitor insurance may be too short or not the right proof.

- Wrong or incomplete proof can delay your visa, enrollment or authority process.
- Cheap home-country policies may miss the exact coverage, dates or repatriation wording required.
- The cheapest policy can become expensive if it is the wrong proof for your situation.

Before you apply, check: coverage amount, validity dates, destination area and repatriation cover.

## Anmeldung appointment in the next 14 days? Lock the right insurance lane today — the certificate is bookable from a foreign address

## Why act before your residence documents are due

Long-stay proof can become urgent during visa, residence permit, project or relocation steps. Short visitor cover may not be enough.

🧳

Long stay, different proof

Care Expatriate can fit longer incoming stays up to 5 years, depending on age and selected plan.

📄

Residence documents need clarity

Your proof should match destination, coverage period and long-stay purpose.

⚡

Do not wait for renewal stress

Preparing longer coverage early can reduce repeated extension pressure.

✅

Private or statutory?

Freelancers, self-employed people and employees on assignment without German statutory insurance may need a different route than employees.

## From foreign address to recognised cover — in 3 steps

## How long should the health insurance run?

**Quick answer:** **Usually for as long as the stay is planned to last — and not shorter.** The premium is set by the entry age at the start of the contract and stays in that age band for the whole term. Anyone who extends later typically signs a new contract at the age they are by then.

### Is a 41st birthday coming up?

In the 13–40 age band the Basic premium is €58/month; in the 41–60 band it is €68/month (example values). The difference is around €10 a month — roughly €600 over 60 months. What counts is the age at the start of the contract, not the age during the term. Concretely: someone who chooses a 60-month term at 40 pays the 13–40 band for five years, rather than the 41–60 band from their 41st birthday onwards.

### When the renewal falls due

A policy with a twelve-month term typically expires at close to the point the residence permit (Aufenthaltstitel) also needs extending. Both then fall in the same weeks: new contract, new proof of cover, new appointment at the foreigners' authority (Ausländerbehörde) — often under time pressure. A longer term decouples the two dates. There is also the practical effort: every renewal means passport details, proof of address and personal information again — usually gathered by relatives in Germany while the insured person is still abroad.

### What is different at renewal

Conditions that first arise during a running contract are, as a rule, covered within that contract. In a contract taken out later they typically count as a pre-existing condition — and pre-existing conditions are usually excluded in incoming tariffs. The older the insured person, the more likely it is that a diagnosis falls between two contracts, and that diagnosis then usually counts as pre-existing in the follow-up contract. A continuous term avoids that gap.

A gap can also open up between two contracts — days without cover, which may become visible when the residence permit is next extended. A continuous term avoids that.

A fixed term also means planning certainty for the family: the premium is set for the whole duration, with no annual recalculation.

For context: Care Expatriate can be taken out up to the age of 74.

### Monthly or a single payment?

**Quick answer:** **Both are possible, and the price is the same — there is no discount for paying in one go.** The difference lies in the risk: if a direct debit goes unpaid, that can affect the insurance cover — and the residence permit rests on that cover. With a single payment the cover no longer depends on an ongoing bank debit. That matters above all where the premiums are paid by relatives in Germany: a job change, a change of bank or one tight month then has no bearing on the insured person's residence status.

Where the premium is transferred from abroad, one payment replaces up to sixty individual transfers — each with its own bank charges and exchange rate.

### What happens on an early return?

If the stay ends earlier than planned, the contract can be cancelled in writing. The overpaid premium is, as a rule, refunded minus a €5 processing fee (source: Care Concept FAQ). So someone who pays 60 months in advance and returns after two years gets the premium for the unused months back — the financial risk of paying in one go is therefore €5, not the remaining balance.

### And if the visa is not granted?

If the entry visa is not granted, or entry does not take place for other reasons, the application can be cancelled in writing before the insurance cover begins. Premiums already paid are, as a rule, refunded minus a €5 processing fee (source: Care Concept FAQ).

## FAQ — Documents required in parallel during the German Anmeldung

## Frequently Asked Questions

Which documents do expats need for Anmeldung in Germany?

The Wohnungsgeberbestätigung (landlord confirmation, § 19 BMG), passport, and Meldeformular. The Bürgeramt does not require insurance proof — but the Ausländerbehörde asks for it in parallel (Care Expatriate from €58/month or Care Economy from €30/30 days).

Do I need a German address before buying health insurance?

Care Economy (from €30/30 days) and Care Visa Protect (from €0. No. 85/day) can be issued to a foreign address or hotel. Care Expatriate from €58/month accepts pre-Anmeldung applications with a temporary address — final policy update after § 17 BMG registration.

Which documents does the Ausländerbehörde request alongside Anmeldung?

Passport, visa/entry stamp, biometric photo, insurance certificate (Care Expatriate €58/month or DAK-Gesundheit), Wohnungsgeberbestätigung, and proof of income or contract (§ 5 AufenthG). All within the 14-day Anmeldung window (§ 17 BMG).

What insurance does the German bank need to open an account?

Most banks (N26, Deutsche Bank, DKB) don't require insurance directly, but need Anmeldung + tax ID. Once approved, the SEPA mandate for Care Expatriate (from €58/month) or DAK-Gesundheit debits is set up in 2–3 days.

Is the Anmeldung deadline strict in Germany?

Yes — § 17 BMG sets 14 days from moving in. Missing it triggers a fine up to €1,000 (§ 54 BMG). Care Economy from €30/30 days can bridge insurance during any delay until the Anmeldung is complete and DAK-Gesundheit or Care Expatriate becomes active.

What documents do I need for Anmeldung in Germany as an expat?

You need your passport, Wohnungsgeberbestätigung (landlord confirmation), and your visa. Health insurance proof is needed for the Ausländerbehörde. An [incoming insurance like Care Expatriate](/en/insurance-plans/care-expatriate/overview/) (from 58 €/month) provides accepted proof with instant PDF.

Can I register in Germany without health insurance?

Yes, the Anmeldung itself usually doesn't require insurance proof. However, the Ausländerbehörde will require it for your residence permit. A [Care Economy policy](/en/insurance-plans/care-economy/overview/) (from 30 €/30 days) can serve as fast-track proof during the transition period.

How long does it take to get health insurance in Germany?

Private incoming insurance like [Care Expatriate](/en/insurance-plans/care-expatriate/overview/) gives you instant proof – PDF in about 7 minutes. For public insurance (GKV), the electronic health card takes 2–4 weeks, but you receive a provisional certificate immediately after enrollment.
