**Since 2022 every German university only completes enrolment after it receives the electronic M10 notification (Meldegrund 10) from your health insurer — paper certificates, scans and travel insurance are no longer accepted (§ 199a SGB V).** The routing depends on your age and GKV status: [DAK-Studenten](/en/insurance-plans/dak-gesundheit/overview/) for students under 30 (DAK files M10 electronically with the university), or [Care Student from €101.54/month (up to 5 years)](/en/insurance-plans/care-student/overview/) for over-30, GKV-exempt students or PhDs outside the standard window — Care Concept issues an M10-equivalent GKV-gleichwertig certificate accepted by every German university.

## Four reasons the university blocks the enrolment file

**Quick answer:** "Why has my enrolment not been completed yet?" — most blocked files share one of four issues: travel insurance instead of statutory or GKV-gleichwertig cover; the insurer has not yet filed the M10 notification (typical with foreign or non-recognised insurers); the wrong tariff for the age (DAK only insures under 30 as a student); or the student is still in Sprachkurs and therefore not yet eligible for M10.
