**Statutory health insurance (GKV) is mandatory for every foreign student enrolled at a German university — until age 30 or the end of the 14th study semester, whichever comes first.** The legal basis is § 5 Abs. 1 Nr. 9 SGB V; the registrar's office (Studierendensekretariat) does not complete matriculation without an electronic M10 notification from a recognised GKV fund.

German law (§ 5 SGB V) requires every student under 30 / under the 14th semester to be insured in the statutory system unless explicitly exempted (Befreiung).

How does GKV registration work for foreign students?

Can I switch from private insurance to GKV as a student in Germany? 

No. If you opted out of GKV (Befreiung), the decision is irrevocable for your entire studies — you cannot change your insurance coverage back to the public system until you start employment after graduation. This is why the GKV opt-out decision for your health insurance should be made very carefully.

Is the M10 certificate mandatory for university enrollment in Germany? 

Yes. Every German university requires either the M10 enrollment certificate (GKV membership confirmation) or a GKV exemption certificate as proof of insurance before enrollment. Without this insurance document, your study place cannot be confirmed — regardless of your admission letter.
