# Formal Obligation (Verpflichtungserklärung) for Foreigners in Germany

Sources: § 68 AufenthG · § 5 AufenthG · EU Regulation 810/2009 Art. 15 · BAMF · HanseMerkur AVB · Care Concept AG

**One signature, full financial liability.** With a Verpflichtungserklärung (formal obligation / sponsorship declaration) under § 68 AufenthG you, the host in Germany, personally guarantee every cost of your visitor — including hospital stays that routinely exceed €830 per day. The single cheapest way to remove that medical liability is to make sure the visitor arrives with a recognised Incoming health insurance.

For invited visitors the standard private path is [Care Economy from €30 / 30 days](/en/insurance-plans/care-economy/overview/) (ages 0–64 entry; up to age 74; 1 day to 2 years). For Schengen invitations of 92 days or less, [Care Visa Protect from €0.85/day](/en/insurance-plans/care-visa-protect/overview/) is typically cheaper and meets the EU 810/2009 Art. 15 minimum of €30,000 medical cover with repatriation. Both PDF certificates are typically accepted by German embassies and the Ausländerbehörde.

Below: how the sponsorship form works, the documents the Ausländerbehörde requires from the host, the ~€29 administrative fee, and which Incoming tariff removes the host's hospital-cost liability for short visits, family reunification and longer stays.

## 📌 TL;DR — at a glance

- A Verpflichtungserklärung makes the host financially liable — adding Care Economy / Care Visa Protect removes that liability for medical costs.
- Care Economy from €30 / 30 days covers visitors and removes hospital-cost risk for the host (§ 68 AufenthG).
- PDF certificate is regularly accepted by every German Ausländerbehörde (immigration office) and embassy.

Key facts at a glance Reviewed August 9, 2026

- **Host liability under § 68 AufenthG:** the sponsor is personally liable for ALL costs of the guest, including medical, hospital and possible repatriation. Liability ends only when the guest leaves Germany or holds an independent residence permit. The signed declaration is irrevocable. (Source: § 68 AufenthG).
- **Administrative fee:** approximately €29 at the Ausländerbehörde to issue the official Verpflichtungserklärung form. Certified translations and registered post to the embassy abroad come on top. (Source: BAMF · Ausländerbehörde fee schedule).
- **Schengen visa minimum cover:** EU Regulation 810/2009 Art. 15 requires at least €30,000 in medical cover with repatriation, valid in all Schengen states. Care Visa Protect from €0.85/day meets this threshold; Care Economy from €30/30 days is the standard choice for longer national visits. (Source: EU Regulation 810/2009 Art. 15).
- **Liability removed by Incoming insurance:** up to the medical sum insured per the Care Economy / Care Visa Protect AVB — covering hospital and treatment costs the host would otherwise be billed for under § 68. The PDF certificate is typically accepted by every German embassy and Ausländerbehörde. (Source: HanseMerkur AVB · Care Concept AG).

## The four worries almost every sponsoring host has

**Quick answer:** "Doesn't a Verpflichtungserklärung already cover the medical costs?" — No. The sponsorship makes you liable, it does not insure your guest. To remove the medical risk you need a recognised Incoming tariff in the visitor's name. Below are the four pain points we see most often, and how each one is solved with the right Care plan.

## Avoid the mistakes that can delay your application

### Visitor insurance may be too short

For multi-month or multi-year stays, Care Expatriate can be a better fit than short visitor coverage.

### Statutory or private?

Freelancers, self-employed people and some incoming long-stay cases may need private incoming coverage instead of German statutory insurance.

### Residence proof requested?

Care Expatriate can provide PDF confirmation after successful application for visa or immigration documents.

### Renewal stress later

A longer coverage term can reduce repeated renewal pressure during projects, residence processes or long stays.

## Quick reality check: what an uninsured hospital visit costs the host

## One wrong insurance choice can cost you money, time and your application deadline

A medical incident can become expensive fast — but the wrong certificate can also delay your visa, enrollment, residence permit or work start.

🏥

€500–€1,500

Emergency doctor visit

One urgent doctor or emergency-room visit can already create a painful bill — before tests, medication or follow-up treatment are added.

🏨

€2,000–€10,000+

Hospital treatment

If observation, surgery, overnight stay or specialist treatment is needed, costs can quickly move from hundreds to thousands of euros.

🧳

Up to 5 years

Short visitor cover may be too weak

For long stays, freelance work or residence documents, short visitor insurance may be too short or not the right proof.

- Wrong or incomplete proof can delay your visa, enrollment or authority process.
- Cheap home-country policies may miss the exact coverage, dates or repatriation wording required.
- The cheapest policy can become expensive if it is the wrong proof for your situation.

Before you apply, check: coverage amount, validity dates, destination area and repatriation cover.

## Why act before the embassy appointment of your guest

## Why act before your residence documents are due

Long-stay proof can become urgent during visa, residence permit, project or relocation steps. Short visitor cover may not be enough.

🧳

Long stay, different proof

Care Expatriate can fit longer incoming stays up to 5 years, depending on age and selected plan.

📄

Residence documents need clarity

Your proof should match destination, coverage period and long-stay purpose.

⚡

Do not wait for renewal stress

Preparing longer coverage early can reduce repeated extension pressure.

✅

Private or statutory?

Freelancers, self-employed people and employees on assignment without German statutory insurance may need a different route than employees.

## Get the visitor certificate in 3 steps

10 minutes online. PDF certificate issued instantly — forwardable to your guest, the German embassy and the Ausländerbehörde alongside your sponsorship declaration.

## Long-term stay covered in 3 steps

Care Expatriate can cover longer incoming stays up to 5 years, depending on age and selected plan.

## Frequently Asked Questions

Why does the host need the visitor to have insurance?

Without separate health insurance, § 68 AufenthG makes the host personally liable for any medical and hospital costs of the visitor. Care Economy / Care Visa Protect transfers that risk to the insurer.

Which tariff is best for an invited visitor with Verpflichtungserklärung?

For ≤92-day stays, Care Visa Protect is cheapest. For longer family visits, Care Economy is the standard solution designed to satisfy § 5 AufenthG.

How much liability is removed by the insurance?

Up to the medical sum insured (up to €50,000 on Care Visa Protect / Care Economy) — covering the bulk of hospital and treatment costs the host would otherwise have to pay.

What is a Verpflichtungserklärung (sponsorship letter) for a German visa?

A Verpflichtungserklärung is a formal obligation letter under § 68 of the German Residence Act (AufenthG). The host in Germany guarantees to cover all costs of the visitor's stay, including medical expenses. It is required for many Schengen visa applications alongside mandatory health insurance.

Do I still need health insurance if I have a Verpflichtungserklärung?

Yes. The Verpflichtungserklärung does not replace the mandatory health insurance requirement. For a Schengen visa, travel health insurance with at least €30,000 minimum cover is still required — Care Visa Protect from €0.85/day provides the recognised proof.

How much does a Verpflichtungserklärung cost in Germany?

The administrative fee at the Ausländerbehörde (immigration office) is approximately €29. Additional costs may include certified translations and registered mail. Your guest also needs medical cover — Care Economy from €30 per 30 days provides the certificate for the visa application.
