Since 2022 every German university only completes enrolment after it receives the electronic M10 notification (Meldegrund 10) from your health insurer — paper certificates, scans and travel insurance are no longer accepted (§ 199a SGB V). The routing depends on your age and GKV status: DAK-Studenten for students under 30 (DAK files M10 electronically with the university), or Care Student from €101.54/month (up to 5 years) for over-30, GKV-exempt students or PhDs outside the standard window — Care Concept issues an M10-equivalent GKV-gleichwertig certificate accepted by every German university.
If you are not yet immatriculated (Sprachkurs, Studienkolleg or language school), the M10 system does not yet apply — use Care College from €27.50/month (up to 5 years) for both the visa and the school. Which insurance counts as proof if I am over 30 or formally GKV-exempt?
GKV (statutory) cover ends at the start of the 15th semester or on the 30th birthday — whichever comes first. After that, or if you are formally exempt from GKV, the recognised proof is Care Student (€101.54/month total: CCS €35 + PVN €58.04 + Pflege €8.50) which is GKV-gleichwertig under § 257 SGB V and accepted by every German university for enrolment up to 60 months.
I am still in a Sprachkurs / Studienkolleg — can I use the same proof?
No. As long as you are not yet immatriculated at the university, the M10 system does not apply and DAK / Care Student cannot file the notification. The recognised proof for language schools and Studienkolleg is Care College (from €27.50/month up to age 29 and from €33.50/month for age 30+, Basic months 1–24) — accepted by both the embassy for the visa and the school for enrolment.
