    Care Student (M10-equivalent, over 30 / GKV-exempt)from €101.54/month (up to 5 years)

Health Insurance Proof for Enrolment at a German University: M10 Notification, DAK or Care Student

    Sources: § 199a SGB V (M10) · § 5 Abs. 1 Nr. 9 SGB V · § 257 SGB V · DAK-Gesundheit · HanseMerkur AVB

Since 2022 every German university only completes enrolment after it receives the electronic M10 notification (Meldegrund 10) from your health insurer — paper certificates, scans and travel insurance are no longer accepted (§ 199a SGB V). The routing depends on your age and GKV status: DAK-Studenten for students under 30 (DAK files M10 electronically with the university), or Care Student from €101.54/month (up to 5 years) for over-30, GKV-exempt students or PhDs outside the standard window — Care Concept issues an M10-equivalent GKV-gleichwertig certificate accepted by every German university.

If you are not yet immatriculated (Sprachkurs, Studienkolleg or language school), the M10 system does not yet apply — use Care College from €27.50/month (up to 5 years) for both the visa and the school. Switch to DAK or Care Student on the day the university confirms the study place. For the embassy phase before arrival, Care Visa Protect from €0.85/day (up to 92 days) bridges the visa-and-arrival window.

Below: how M10 works under § 199a SGB V, the under-30 vs. over-30 / GKV-exempt routing decision, what counts as "GKV-gleichwertig" under § 257 SGB V, the pre-enrolment (Care College) bridge, the most common reasons enrolment files are rejected and the full Care Student price table.

Four reasons the university blocks the enrolment file

Quick answer: "Why has my enrolment not been completed yet?" — most blocked files share one of four issues: travel insurance instead of statutory or GKV-gleichwertig cover; the insurer has not yet filed the M10 notification (typical with foreign or non-recognised insurers); the wrong tariff for the age (DAK only insures under 30 as a student); or the student is still in Sprachkurs and therefore not yet eligible for M10.

Avoid the mistakes that can delay your application

    Enrollment can stall without M10

DAK Student and Care Student support electronic M10 notification for eligible university enrollment flows.

    Under 30 or over 30?

DAK Student fits many students up to age 29; Care Student can fit private student coverage up to age 39.

    Private or statutory confusion

Choosing the wrong route can create extra steps. Check statutory, private and exemption rules before applying.

    Language school is different

Care College is better for language school, Studienkolleg, DSH and educational stays — not M10 university enrollment.

What a missing M10 actually costs

One wrong insurance choice can cost you money, time and your application deadline

A medical incident can become expensive fast — but the wrong certificate can also delay your visa, enrollment, residence permit or work start.

    🏥

    €500–€1,500

    Emergency doctor visit

One urgent doctor or emergency-room visit can already create a painful bill — before tests, medication or follow-up treatment are added.

    🏨

    €2,000–€10,000+

    Hospital treatment

If observation, surgery, overnight stay or specialist treatment is needed, costs can quickly move from hundreds to thousands of euros.

    🎓

    1 missed M10

    Enrollment can get stuck

For university enrollment, the wrong insurance route can delay the electronic M10 notification to your university.

    • Wrong or incomplete proof can delay your visa, enrollment or authority process.
    • Cheap home-country policies may miss the exact coverage, dates or repatriation wording required.
    • The cheapest policy can become expensive if it is the wrong proof for your situation.

Before you apply, check: coverage amount, validity dates, destination area and repatriation cover.

Semester start fixed — file M10 before the deadline

    Why act before university enrollment

University enrollment can depend on the right insurance route. Waiting too long can delay M10 notification or create extra steps.

    🎓

    M10 timing matters

DAK Student and Care Student can support M10 university enrollment flows where applicable.

    📄

    Wrong route creates delays

Language school, Studienkolleg and DSH usually need Care College, not the university M10 route.

    Apply before enrollment pressure

Prepare insurance proof before the university or visa office asks for it urgently.

    Under 30 or over 30?

DAK Student and Care Student serve different student situations. Check age and eligibility before applying.

    Frequently Asked Questions

What health-insurance proof does a German university need for enrolment?

German universities require an M10 electronic notification from a recognised insurer. Under 30, DAK-Studenten (~€135.52/month) sends the M10 automatically; over 30 or with a § 8 SGB V exemption, Care Student (€101.54/month) does the same.

What is the M10 notification for university enrolment in Germany?

M10 is the electronic protocol under § 199a SGB V. The recognised insurer transmits your insurance status directly to the university within minutes — DAK-Studenten does this for GKV members, Care Student for the private GKV-equivalent tariff.

Do I need paper proof of insurance for enrolment in Germany?

No — since 2022 all German universities rely on the electronic M10 protocol instead of paper certificates. You give your matriculation number to DAK-Studenten (~€135.52/month) or Care Student (€101.54/month) and the confirmation arrives at the university automatically.

What if the M10 confirmation is missing on the enrolment deadline in Germany?

Contact your insurer with the university's Betriebsnummer and your matriculation number — DAK re-transmits within 1 working day, Care Student on the same day. Enrolment cannot be finalised without a successful M10, so this step is time-critical.

Can Care Student replace DAK for the M10 notification in Germany?

    Care Student (€101.54/month total: CCS €35 + PVN €58.04 + Pflege €8.50) is a GKV-equivalent tariff under § 8 SGB V and transmits the M10 exactly like DAK-Studenten — used by students over 30 or with a GKV exemption.

What documents do I need for university enrollment insurance in Germany?

German universities require either an electronic M10 confirmation from a statutory health insurer (GKV) or an exemption certificate (Befreiungsbescheinigung). Without one of these, enrollment (Immatrikulation) cannot be completed. If you have private or incoming insurance, you need the exemption certificate first.

Can I use Care College or Care Student for university enrollment?

Care College and Care Student are private incoming insurance options. For enrollment with Care College, you additionally need an exemption certificate (Befreiungsbescheinigung) from a GKV. Care Student provides an M10 confirmation directly, making enrollment straightforward for students over 30.

How much does health insurance for international students in Germany cost?

Statutory health insurance (GKV) with DAK-Gesundheit starts at approximately 135.52 €/month (Garantietarif 120) for students under 30. Private alternatives start from €27.50/month (Care College, ages 12–29 Basic) or 101.54 €/month (Care Student ages 12–29 with M10 included).
